This recruitment will establish an employment list to fill current and any future vacancies within the Human Resources & Development Department (HR&D). The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

Current vacancy is with the Tulare County Human Resources & Development Department, HRIS Unit located in Visalia. The Human Resources and Development Department is seeking a highly qualified individual for the HRIS unit. Advance your career in this FLSA exempt classification that is characterized by its responsibility for complex and specialized department or county-wide human resources activities.

This position is scheduled to receive a 3% Cost of Living Adjustment on 6/30/2024.

Typical DutiesParticipates in planning, developing, implementing strategies, goals and objectives, and policies and procedures to meet departmental and countywide objectives; plans, assigns, evaluates and supervises the work of assigned staff; provides training in work procedures, and promotes professional development; coordinates the work flow of a unit or group of staff engaged in human resources activities to assure prompt, accurate and quality transactions or services are provided; seeks process improvements through opportunities for automation and integration of processes; supervises the development of procedures, guidelines and documentation and trains customers/departmental human resources and payroll staff on new procedures and functionality of new systems; oversees preparation of or develops, writes, analyzes a variety of report or queries and manages various human resources reports while maintaining integrity of data and personnel records; identifies discrepancies in manual and automated personnel transactions and advises on corrective action or problem-resolution procedures to maintain quality control; manages and oversees the activities of assigned human resources programs and resources to include formulating, administering, and evaluating projects and services.

Human Resources Capital Management/HRISOversees administration of human capital management system and provides direction to staff and end-users; coordinates system modifications to implement changes in compensation, benefits, record keeping and reporting; supervises the onboarding and processing of new employees and status changes such as transfers, leave of absence, merit increases, and separation in data system; oversees determining and verifying proper salary and special pays, and audits input; maintains employee database; defines or modifies data queries to extract report information;. Facilitate the County’s ongoing HRIS strategy by interacting with assigned governance team members and stakeholders to set priorities, assignments, etc.

Minimum Qualifications MINIMUM QUALIFICATIONS Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education : Bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources management, communications, project management, or a related field.

Experience : Four (4) years of increasingly responsible experience in human resources with demonstrated complex projects or assignments, including one (1) year in a supervisory or lead role.

Knowledge of: Principles and practices of supervision and training; principles and practices of public sector human resources administration under a Merit System; applicable local Personnel Rules, Policies and Administrative Regulations, and Federal, State rules governing public employee’s classification, compensation, and representation; operational characteristics of automated personnel/payroll record processing systems; research and statistical analysis methods; metrics analysis and report development; budgeting and position control principles; project management and coordination principles; organizational structures and development of new divisions, units, functions within a County departmental/agency system.

Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; monitor and evaluate employees; prioritize and assign work; evaluate human resources programs; interpret and apply applicable laws, rules and regulations; manage change and sensitive/confidential information and issues; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; conduct research and prepare complex related reports; apply organizational policies and procedures; use effective communication and interpersonal skills in interactions with coworkers, supervisor, departments, and general public; operate a computer and related software applications utilized in human resources operations; plan and manage projects to meet deadlines and deliver product or service; act as a liaison and work collaboratively with stakeholders to meet organizational and countywide needs and objectives; make recommendations on process improvements, policy development, operational procedures, and organizational needs.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.

Additional Information Conditions of Employment Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP). Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual2 weeks per year (0-3 years of service)

3 weeks per year (3-7 years of service)

4 weeks per year (7-11 years of service)

5 weeks per year (11+ years of service)

Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
